Chapter 1106, Chapter 1102: The Future of Wakanda (Second Update)
Diana Lister led them onto a massive underground train, its width not conforming to international standards. Aside from the inertia of its start, the train ran remarkably smoothly, as if gliding on tracks—and indeed, the wheels didn't contact the rails; instead, the carriages were supported by electromagnetic repulsion. While the train's exterior appeared sleek and modern, the interior was surprisingly retro. Their carriages were furnished with expensive wooden furniture, and the warm lighting, wallpaper, soft curtains, and floor-mounted cigar and wine cabinets made them feel more like they were in the drawing room of a 19th-century mansion than in an excessively spacious train carriage.
She opened the wine cabinet and brought them two bottles of wine, then went into another carriage, leaving the rest of the Avengers behind without much interaction. Just when they all thought Diana Lister was going to leave them there, two attendants pushed insulated carts into the carriage. The carts were stocked with a variety of not-too-refined foods, and when Sam Wilson asked about Mexican tacos, the attendants said the train's chef could prepare one immediately, and the head chef would be quite pleased to have someone taste his cooking.
“I’m starting to like this place.” Sam Wilson had never met the Emperor of Latvia before, so he was still a little uneasy, but the tacos and ice cream calmed his nerves. Bucky Barnes was much calmer, trusting his friend Steve Rogers. “The decor here is more tasteful than some politicians and celebrities,” Sam Wilson said in a low voice, as if there were bugs in the carriage. “What kind of person are we meeting next?”
"He's hard to understand," Natasha Romanov said. "He has many plans that are difficult for ordinary people to comprehend, and those plans have proven useful at crucial moments in the future. Moreover, he is adept at using language and tactics to guide others to achieve his goals, so you have to be careful when talking to him."
"He has great vision and charisma," Steve Rogers offered his answer. "I actually participated in the counterterrorism operations in Eastern Europe, and those operations were initiated by him. His troops went deep into Eastern Europe to rescue civilians being massacred by the Nazis, which is why I brought you here. I believe in his sense of justice."
"He sounds like a very intelligent person," Bucky Barnes asked curiously. "So he founded a country?"
"Like Tony Stark?" Sam Wilson pondered for a moment. "An empire?"
"Given my limited knowledge of his educational background, I'm not at all surprised by his authoritarian methods. He has the capability and the determination, so he spent several years preparing, some of which I've learned about." Natasha Romanov nodded. "The Balkans used to be a transit point for spies and agents. The society there was chaotic, smuggling was rampant, the administrative capacity was practically zero, and law enforcement was just for show. Any spy could easily disappear without a trace."
"I can attest to the truth," Bucky Barnes grinned. "But I was still found."
"It won't be so easy to hide here anymore. I heard they arrested nearly a thousand spies on the first day, including quite a few from the National Endowment for Democracy," Natasha Romanoff continued. "He told me that the purpose of tyranny is to eliminate tyranny itself. If you knew what he did at the UN headquarters, you wouldn't be so surprised. He forced the UN representatives to sign a legally binding agreement recognizing Latvia as a legitimate state. No one dared to break that agreement because it would mean he wouldn't abide by the last line of defense in international relations, the Nuclear Non-Proliferation Treaty."
There was also a television in the train carriage. After turning it on, Baki found a channel that interested him. The host in the studio showed a video of Tirana's street scene and the daily lives of ordinary people. The television showed that Albania's nightlife was quite safe. The gangs that used to roam the streets with guns had disappeared, and Albanian civilians were not afraid of the tall armored vehicles painted with golden eagles parked on the roadside.
"When you see Albanians walking the streets with their wives and daughters today, remember who cleared the dark clouds hanging over their heads! Blood and fire are the thorny path to peace. The Emperor walked that path for us. We have gained security, we have gained peace, all because of the blood he shed for us as he walked that path. He rewarded justice, punished injustice, and bestowed upon us the most important fairness and justice in the world. He made our lives no longer cheap commodities in a chaotic society; he gave us back our value. Cast aside useless religious beliefs and the yearning for false freedom, abandon the blind worship of wealth. The only freedom in this world is the freedom of the human race, the only justice is the survival of the human race. Latvians will be the first humans to immigrate to other planets. Work hard, citizens, we will be the most progressive humans in the world!"
"That sounds a bit crazy. Don't they have any democratic elections or anything like that here? I mean… you know what I mean, I don't think this is a good place," Sam Wilson said, pointing at the television with some annoyance. "Do we really have to watch this, bro?"
"I heard you intend to provide them with refuge, my friend." In the private reception room of the royal city, T'Challa, now dressed in different clothes, met with the Emperor of Latveria.
The three-meter-tall royal guards and royal guards, clad in golden armor, stood together outside the reception hall, protecting their respective monarchs. However, Hammurabi paid no heed to the five wounded women before him. Even if they used personal shields and vibranium spears, he could kill them all instantly; leaving them there was solely out of respect for his allies.
T'Challa caught a faint smell of disinfectant in the air, as well as the rubbery smell emanating from the shirt of the man in the main seat, as if he had just come out of the operating room.
"You're right," the Emperor of Latvia said calmly, then picked up his fork, cut off a piece of peach pie, and put it in his mouth. "I think you need some food to replenish your energy after that conflict, so I asked that the wine served to guests be changed to peach pie and cola."
"You're hiding something from me. Your soldiers have been monitoring the whole thing, but you have the ability to hand the killer over directly to me."
"It's a fact that Latvinia and Wakanda have a close personal relationship and many collaborative projects. You are about to become the ruler of a nation, so please don't be so naive. Latvinia has no reason to do this. My warriors stopping Hulk and Ross and destroying the US troops stationed in Germany have already demonstrated Latvinia's goodwill. What more do you want from me?"
“I…I’m sorry, I got too emotional. The thought of you providing shelter for that killer, the thought of that killer being so close to me, made me lose my temper.” T’Challa took a deep breath and then slowly exhaled. “So you’re planning to make Latvinia the court? Wakanda trusts Latvinia’s impartiality; our long-standing cooperation has given us that confidence.”
"Latovina will not become a court of law."
"Then why are you providing them with shelter?"
"I provided them with asylum because I needed Steve Rogers. I not only needed him to assist the military and police in fighting serious crimes, but I also needed him to be a role model in public opinion, guiding people to question the American spirit. Your father believed in the American spirit, so he was determined to fully open up Wakanda, dreaming that exchange and trade would make Wakanda a leader in Africa and even in the entire human society."
Emperor Latvian's bluntness infuriated T'Challa, but he patiently listened.
"But equality and freedom won't come knocking. Fully opening Wakanda means both an open war and a war beneath the surface. If Wakanda refuses to export vibranium, the United Nations will launch a war within a few years, using the lack of democracy and freedom in Wakanda as a pretext. If they lose the war, they will fund warlords in neighboring countries, inciting them to create chaos. Or they will cut off food aid to neighboring countries, sow seeds carrying the virus to create famine, drive refugees to Wakanda to completely overwhelm its food supply capacity, and at the same time send members of non-governmental organizations to protest in the streets of Wakanda, instructing the Wakanda government to use force to suppress them and then trigger even greater resistance, and so on."
The Emperor of Latvia slowly uttered a few cruel words. "I could easily list a whole host of ways to completely collapse Wakanda and plunder vibranium without even needing war... I'm not slandering your father; he was a good man, but being a good man doesn't make him a competent king and ruler. His decisions demonstrate the lack of political education within the Wakanda royal family, revealing his naivety and shortsightedness. You need to care more about Wakanda's future than the Winter Soldier."
Upon hearing this, T'Challa lost his appetite.
"What is your suggestion?"
