Chapter 1131 Friend or Enemy

Chapter 1131 Friend or Enemy (First Update)

The observation deck in the palace guest room faced the direction of the Black Panther Temple. Emperor Latvinia squinted, watching the black smoke rising from the temple gradually dissipate. Panic spread among the common people of Golden City. This was a rare occurrence in Wakanda's centuries-long attempts to broadcast succession duels live. Sometimes, the victor in a gladiatorial contest did not win the people's affection, because not everyone had the mental fortitude to withstand the realities of the world.

What Wakanda society shares with the outside world is that its people are so overly reliant on the central government's order that they are completely unaware of its importance—as if food grew on shelves, electricity was generated from plugs, water was brought back from rivers and purified by taps, and even toilet paper grew from tree branches. When this vital organizational force disappears, panic begins to spread. Emperor Latvinia witnessed firsthand how the Wakandans in the Golden City went from discussing and cursing their new monarch in the streets, but when the Golden City lost its power and water, they quickly succumbed to panic and anxiety.

With the War Dogs and Dora Mirajah, the two organizations responsible for maintaining order, almost completely incapacitated, a series of terrible events began to unfold. Crime spread throughout the Golden City, and even En Jadaka's convoy returning to the palace from the temple was attacked. No matter how advanced technology becomes, humans are still humans. En Jadaka, who had previously served in the Middle East, understood perfectly why this was happening. He also knew that once the central government failed, even a technologically advanced modern nation could collapse in an instant.

After returning to the palace, En Jadaka convened a meeting with the other four tribes involved in Wakanda's production and development, besides the Jabari tribe. As night fell in Wakanda, the newly formed law enforcement agencies from the four tribes took to the streets to maintain order. Meanwhile, members of the Warhounds organization, who remained in Wakanda and swore allegiance to the new king, began heading to key facilities such as the power plant, intending to restart them and arrest their colleagues who had shut them down at the behest of the previous queen, Ramonda.

Emperor Latvinia sipped his chilled liquor as he watched order slowly return to the Golden City. It wasn't until the sun rose above the edge of Mount Klanga the following day, casting its light back upon Wakanda, that the ravaged Golden City finally regained its tranquility. It was then that N'Jadakha, looking utterly exhausted, knocked on Emperor Latvinia's door. Hammurabi smelled a strong stench of burnt blood emanating from N'Jadakha; all the wounds from the earlier gladiatorial combat had vanished.

"You've arrived later than I expected." The Latvinian Emperor instructed the royal guards to open the door. The new King of Wakanda was completely unaware that his actions had been guided by the Latvinian Emperor's other identity. Few in the world knew of the connection between the Immortal City and Latvinia, and En Jadaka was certainly not one of them. "Restoring order to Wakanda shouldn't have taken this long. En Jadaka, I know why you've come. What can you give me, and what do you need?"

“I can give you factories, people, and technology.” En Jadaka walked in, poured himself a glass of ice-cold vodka, and downed it in one gulp. He cut to the chase, “I need war. I know Latvinia’s guiding principles. We’re exactly the same; we need a war to overthrow the existing order of modern society.” En Jadaka pointed to the two iron-gray combat droids standing in the doorway. “We are also organizations with powerful technology. Why should we submit to the order established by those conglomerates? We have the ability to maintain a truly egalitarian society now, as long as Latvinia and Wakanda unite.”

En Jadaka squinted at the Latvinian Emperor, who sat on the observation deck overlooking the Golden City. Although he had seen the Emperor before at banquets and arenas, after consuming the Heart-Shaped Herb, En Jadaka instinctively felt that the Latvinian Emperor was not as simple as he seemed. Throughout history, Wakanda's technology had continuously advanced, yet they still couldn't explain what the Heart-Shaped Herb truly was, except for the Black Panther Shaman and the Black Panther himself, who considered it a tradition rather than a necessity.

It wasn't until he actually consumed the Heart-Shaped Herb that En Jadaka discovered its secrets were far greater than he had imagined. A new intuition told him that the over two-meter-tall Emperor of Latvinia could crush him with a single hand at any moment. This is why he endured the Emperor's subsequent admonitions, sarcasm, and ridicule. Biological instinct made him suppress his anger and agitation, striving to consider whether the Emperor's words were true. When he realized the Emperor was speaking the truth, his anger vanished.

"Perhaps you should read your father En Job's books. Materialist dialectical thinking is already written down. Following this materialist dialectical mode of thinking, you'll find that Wakanda simply doesn't have the capacity for external warfare… Let me put it this way, how much food, ammunition, and fuel does Wakanda have? And how much do you know about the locations of the factories that produce replacement parts for key military equipment like the F-35, nuclear-powered aircraft carriers, nuclear-powered submarines, and rocket propulsion systems?"

Emperor Latvinia shook his head, took another sip of strong liquor, and said, "Building social order is not so simple. You've been on missions in the Middle East and witnessed those terrorist organizations. They all thought they could build a state that obeyed Islamic law, but the result was that they were trapped in a city and suffered a fate worse than death. Wakanda's productivity is insufficient to support your ideas, En Jadaka. The economic base determines the superstructure, and the economic base is also the level of productivity and social stability. Improve Wakanda's productivity first, and then we'll talk about other things."

What do you want?

"I want production and construction; can Wakanda provide that right now?"

En Jadaka pondered for a moment, then nodded. The Latvian Emperor had Hammurabi bring a document, which En Jadaka opened with suspicion, only to find T'Challa's signature. "This is an agreement I reached with T'Challa. This document will help Latvian and Wakanda prepare for external threats. You now have the right to choose whether to honor this agreement. I have always upheld the principle of fairness. Through this contract, Wakanda can obtain industrial raw materials from Latvian mining companies invested in on the African continent. Although Wakanda has considerable coal and iron resources, they are generally insufficient for production and consumption in a wartime mode, and we all know who the real enemy is. After he ascends to power, he will persuade the other tribes to sign this document. In fact, he is about to succeed, until you appear in the palace."

"Are you blaming me for breaking your partnership with Wakanda? Or are you blaming me for killing T'Challa?"

"I'm not so naive as to put personal feelings above national interests, En Jadaka. You want war, but Wakanda can't even mass-produce spare parts for war equipment. Even if you wanted to turn the war into an armed conflict, you couldn't. As for using combat strikes to paralyze local military industrial facilities in one fell swoop, that's a pipe dream. Wakanda doesn't even have the manpower to carry out such a large-scale decapitation operation. As for the black revolution you originally wanted to launch around the world through the War Dogs, that's a joke—you have no guiding ideology. The black people you can gather are all unproductive street criminals who are satisfied as long as they can use guns and rob. They don't know ideals, they don't know words and mathematics, they are immersed in drugs and violence. You can't control those good-for-nothings who haven't fallen into depravity. The only result of using them is utter failure."

En Jadaka took a deep breath and then remained silent for a long time.

After a while, he nodded, somewhat dejectedly admitting the truth.

"If I were you, I would understand the importance of forbearance. If Wakanda were exposed to the noses of Western countries, the lives of Black people in those countries would be even worse, including those involved in government operations, because every Black person there would be a 'Wakanda spy.' How they treat Asians is how they will treat Black people. This isn't a matter of racial discrimination, but a matter of hegemony. Without clarifying the primary and secondary contradictions, it's impossible to know who the enemy and friend are, or what to destroy and what to build. I will explain to you the social science logic behind why the US Navy completely withdrew after Latvinia attacked the Norfolk Shipyard, while Latvinia did not take further military action. But before that, I need to know whether you are my enemy or my friend."
