Resolution 58. Passed unanimously, the content is as follows:

Following the declaration of a military and security emergency by the Genetic Council, the Attilan Royal Family, the Ghost Clan, the Rogue Clan, the Centaur Clan, the Chimerian Clan, and the Bird Clan shall immediately place all their military and security forces under the unified command of a joint command led by the Attilan Royal Family and composed of the highest military commanders of all clans. Each clan shall provide the Attilan Royal Family with its allotted personnel and supplies to jointly maintain the stability and security of Attilan.

Resolution 59. Passed unanimously, the content is as follows:

After Attilan Star Fortress enters a state of military and public order emergency, the administrative, financial, judicial, law enforcement, and legislative powers of each clan will be temporarily assumed by the clan's supreme military commander. Information, light, and resource controls will be implemented within the clan territory, and all survival resources will be collected and distributed uniformly by the clan's administrative department until the state of military and public order emergency ends.

Resolution No. 60. Passed unanimously, as follows.

Once Attilan Starhold enters a state of military and security emergency, the Attilan royal family has the right to nominate the supreme military commanders of each clan and possesses a veto power. If there are objections, the clan courts should protest at the Genetic Council during the election period and submit a list of candidates for the new supreme military commander.

Resolution 61. Passed unanimously, as follows.

From the time this resolution was passed, Starhold of Attilan was placed under military control until the King of Attilan announced the end of the control.

Crystal licked her dry lips and read out the resolutions on the data board one by one.

Aside from Black Bolt, who sat on the throne of Attilan, the other four clan council seats were now occupied by warriors from the Black Bolt clan alliance. Even the Birdman clan representative, who had previously shown little interest in Attilan's internal affairs, was given a temporary chair. This was a moment of life and death for Attilan, and the Birdman clan was naturally present. The last time all the clan representatives had met with the Birdman representative was when King Argon and Queen Linda were attacked by a Kree reconnaissance ship, Black Bolt ascended the throne, and Maximus betrayed the Inhumans—although the Birdman representative had differing opinions on some clauses of the resolution, this was no longer the time to discuss details. The enemy's advance was rapid; the explosions were audible even to the Genetic Council—once this resolution was passed, it would be immediately sent to the front lines to recall the clan matriarchs, and the clan alliance warriors present would become their clan's highest military commanders, taking over the defenses.

The Birdman clan is somewhat unique; not only are they few in number, but they have always resided at the very top of the spire of Attilan Fortress. That place is extremely heavily fortified. It is said that it was once the location where the Kree Empire housed Attilan Fortress's faster-than-light travel engines and provided guidance for faster-than-light travel. Therefore, it was heavily protected, with layers of thick, airtight blast doors and narrow passageways effectively isolating the Birdman clan who later settled there.

Aside from the supply agreements signed at the incarnation of Attilan at its inception and the camaraderie among all clans in their fight against the Kree, this inhuman race, with its low reproductive rate, was spared extinction. The reason this clan was so important that all other clans were willing to support it was not only because they possessed unique mutant substances, but also because they held some knowledge of how to use the faster-than-light engines that were gradually disappearing over time.

That could almost be called the last means of escape for the Attilan Inhumans.

If Attilan faces an attack and the Inhumans are unable to retaliate, then they will have no choice but to start their engines and escape the moon.

This plan was also in Black Bolt's mind, but they had to drive the invaders out of Attiland first.

As the Birdman clan representative uttered his final words, the other clan representatives, including Black Bolt, slammed their fists on the armrests of their chairs. This signified that all clans had accepted the resolution and would begin its implementation immediately. Although voting machines were available, the ancient ritual still had to be observed.

Crystal, after locking the document—printed on plastic sheeting and filled with the resolutions and signatures of clan representatives—into a rotary scroll case with the genetic code of the other clan matriarchs, summoned the Genetic Council guards. He ordered them to deliver it to the front lines as quickly as possible and personally hand it over to the leaders of the various clan courts. These warriors, personally trained by Black Bolt and aligned with the Inhumans' unified ideals, would never assume command of the front lines based solely on a document. Therefore, Black Bolt would recall the clan matriarchs, creating a temporary power vacuum for his warriors to take over. The Genetic Council guards represented the Attilan royal family and his will, and Black Bolt believed that the clan leaders would not reject his ideas without question.

Black Bolt wants a peaceful resolution if possible.

He absolutely did not want to start a civil war at this critical juncture.

"I am the Lord of Slaughter."

"I will witness the end of the universe."

Derrick, impatient, used his spear to pin the corrupted mutant's head to the wall, simultaneously interrupting the extradimensional beast's incessant pronouncements. They'd repeated this phrase at least three hundred times; all the mutants corrupted by extradimensional forces seemed to be repeating the same few sentences over and over. Almost all the Royal Guard, except Constantine, had formed a temporary investigation team led by Derrick to track and investigate the extradimensional beast. They were also reviewing and summarizing Gronov Rutuff's mission results, and eliminating the wizards they hadn't killed due to time constraints. Derrick's actions might be helpful in tracking the monster.

Before even meeting the Emperor, the Type 19 genetically modified warrior tactical support squad was assigned a new mission by the Royal Guard: to construct defenses around the wizard's tower and guard against anything that might escape from within. The steel dome of the Chimilian clan settlement had been breached, and artillery support had widened the gap, allowing ample supplies of heavy weapons and ammunition to be delivered to the tower's perimeter with the aid of an assault transport ship. The tactical squad's task was more arduous; they fought their way from the tower's main hall to its apex but failed to find the wizard who had summoned the extradimensional beast or the portal. After a brief meeting with the Emperor, Gronov Rutov decided to accompany him through the tower's main hall, descending the long staircase to explore the tower's deeper structures beneath the deck.

Hammurabi, the only guard remaining by the Emperor's side, was not tasked with communicating with the genetically modified soldiers. In fact, Gronov Rutov was initially somewhat unhappy about being forced to change his tactics, which bordered on assassination, ambush, and guerrilla warfare. While his soldiers were formidable in direct combat, stepping out of their tactical comfort zone was still unsettling. It wasn't until he witnessed Hammurabi and the Emperor effortlessly slicing through hordes of gigantic, bizarre experimental animals that Gronov Rutov breathed a sigh of relief, confirming that the Emperor didn't require his protection—he knew the Emperor was powerful, but he didn't know the extent of that power. Now he knew—from the arrival of supplies on the assault transport ships to penetrating dozens of meters into the underground wizarding corps, his soldiers hadn't fired a single shot; all the monsters that attacked them were killed by Hammurabi and the Emperor themselves.

"Gronov, don't worry, your honor still stands," the Emperor said to him. "We will find the portal or the wizard here; this is the only answer after eliminating all other impossible options."
