Chapter 919 A Profitable Judicial System

Chapter 919 A Profitable Judicial System (First Update)

It's unclear what was wrong with Agent Coulson's thought process. Seemingly in an attempt to legitimize S.H.I.E.L.D., he actually allowed a female hacker, now known as Daisy Jensen, to be filmed by passersby while using her abilities. And the American public, truly fearless, were still screaming and filming even as bullets flew three meters away. A small-town television station had already interviewed Daisy Jensen and given her the nickname "Quake." Now Daisy Jensen has her own poster, and there are even fanfiction pairing her with Black Widow Natasha Romanoff on AO3. This was an action that Victoria Hand, the head of intelligence at Immortal City, couldn't understand. Intelligence work isn't like flashy, rigged elections or superhero stories; winning public favor is meaningless. She believed that S.H.I.E.L.D. had completely degenerated into a third-rate organization, and there was no need to subject them to such strict surveillance, as such an intelligence agency would only bring about its own destruction.

To be honest, the fanfiction is pretty good, at least that's what Wanda Maximov thinks.

Although the supplementary information from the mission investigation wasn't particularly important, she still clicked the link. After all, being on a private jet was quite boring, and she needed to find something to do. She had already reviewed the surveillance footage and public communications from the Los Angeles area compiled by the intelligence department. Recently, the term "Ghost Rider" had been mentioned significantly more frequently. The intelligence department had pinpointed the Ghost Rider's possible location through video surveillance and communications. Wanda, as Salomon's messenger, had to go there to confirm the new Ghost Rider's situation before retrieving the Dark Book.

Wanda Maximoff also learned about the past of the first Ghost Rider, Johnny Blaze.

To be honest, when she saw that Mephisto, the Lord of Hell, had descended to Earth in his mortal form, she was still intimidated by the difficulty of her mentor's past missions. However, thinking about how Salomon had fought against various divine incarnations, especially the Battle of Finnbowent, Wanda's emotions gradually stabilized and eventually became numb. The Ghost Rider became a minor character in her eyes. As is customary, if someone doesn't follow the rules, they must be taught a lesson to understand the authority of Kamar-Taj's laws. This was almost a certainty; those who have just entered the magical world always think they are the most special and powerful in the world. Wanda prepared to beat up the new Ghost Rider as a warm-up exercise for her mission.

Salomon no longer focused on his apprentice's mission; he had given her the best weapons and equipment, and even backup was ready. Unless she was dead, there was no reason the mission couldn't be completed. He also refused Agent Romanov's request to meet in New York, instead summoning her to the Immortal City upon his return from Kamar-Taj and giving her all of Nick Fury's confession.

"I already thought the Winter Soldier's true identity was surprising enough," she said in a hoarse voice, expressing her displeasure. "I didn't even know Nick Fury's location before this. Where did you catch him?"

"A space station, with a group of aliens," Salomon asked. "Interrogating the aliens?"

"Thank you, but I'm not like your girlfriend. I'm neither a sadist nor a masochist." Natasha Romanov glanced at the video recording in the interrogation room; the torture those aliens faced was quite horrific and inhumane, but she didn't raise many objections. "Besides, I have a mission to complete."

Salomon understood why she was so unhappy. "Let me guess, the Winter Soldier?"

"If you know the answer, why are you asking me?" Agent Romanov bared his teeth like a fierce mother cat. "I'm sure you're hiding some information from me."

"You can think that way, but it's not out of paranoia, it's because the Winter Soldier is involved in something else very important," Salomon said, looking at the furious female agent. "I don't mind if you kill the Winter Soldier."

The female agent crossed her arms and tilted her head back. "That's the truth, and then what?"

"But there are others who also want to find the Winter Soldier because he knows some unspeakable secrets. And the Immortal City isn't the only organization tracking him, so I can't be of much help unless you want the Immortal City to carry out a precision bombing of the city. The Immortal City's intelligence has already given you a head start, and you're a top agent; you'll definitely have a way to handle it."

Stephanie bumped into the grumpy-looking female agent in the hallway. She watched the woman in the tight leather jacket walk around the corner and then push open the office door. "My lord, aren't you going to tell her about our plans within the United States?" The head of the Interior Ministry could guess Natasha Romanoff's intentions with a grain of salt. "Perhaps she can be of some help. Nijadaka's work is really subpar. The people he can find are just a bunch of petty thugs who know nothing but drug trafficking and store robbery, and many of them are hardened criminals still owed bail to their companies."

The reason these serious offenders are still able to roam around outside of prison is thanks to the American justice system.

This has absolutely nothing to do with so-called human rights. The most important source of revenue for the American judicial system, from top to bottom, is criminals. Criminals are charged from the moment they enter prison. Beds, daily necessities, and even medical access are all commodities that can be sold. If they cannot afford these fees, they can offset them by the time they spend in prison and by working. Private prisons take money from the government while also taking money from the pockets of prisoners. Even so, they still have the revenue stream of selling goods made by prisoners.

Even after being released from prison and appearing in court, regardless of whether they are ultimately found guilty, the court still requires the inmate to pay court fees and other miscellaneous expenses. Much of this money ends up in the judge's pocket, which is why judges often prefer minor offenders who can be sentenced quickly. Next, bail companies that have contracted bail services in a region can provide loans to inmates and provide community supervision for the court. If an inmate refuses to join a bail company and cannot afford the fees, the judge will charge them with "contempt of court" and send them back to prison, starting with bed fees, until they agree to the bail company's demands or pay the fees themselves. Therefore, private prisons, in order to quickly generate revenue, often tend to house minor offenders and release serious offenders who have long occupied prison spaces. Serious offenders, in order to get released, often agree to the loan demands of bail companies.

This was the manpower Nijadaka had gathered, but the quality of those criminals was simply too poor. Salomon didn't believe those hardened criminals could contribute to the overall plan. Nijadaka himself had been to prison; otherwise, he wouldn't have gone to another continent to work as a mercenary.

If Nijadaka knew Salomon's opinion, he would likely be very unhappy, because the Black Panther Party in the United States is no longer the same as it used to be. Most of the Black Panther leaders who were truly capable of confronting society as a whole have been assassinated by the FBI. The current Black Panther leaders are either bribed or used as tools by politicians to garner Black votes. The FBI followed Nijadaka shortly after he approached those people. If it weren't for the Immortal City's network of safe houses around the world, his own tactical skills, and his connections with Wilson Fisk, Nijadaka might have ended up in prison before even starting his plan, and the weapons and equipment shipped to the United States might have been swallowed up by Wilson Fisk.

Nijadaka suddenly felt a pang of longing for his father's generation. Although he was just a little kid playing basketball in the community court back then, he still remembered those hopeful days. This hope quickly transformed into a deeper hatred for Wakanda. He believed that if his father hadn't been killed by his own blood relatives, the FBI would have been powerless against him, and his father's Black Panther Party would certainly have succeeded.

"My father is the real Black Panther, not that fat pig sitting on the throne of Wakanda," Nijadaka declared confidently during an inquiry from the Immortal City. "I will continue his work, and I assure the Boss that I will do it."

Stephanie hung up the phone and shook her head, clearly expressing Salomon's contempt for Nijadaka.
