The game of power begins with the police officers at the local police station.

Chen Shi chatted with Li Hong for a while, and after the meal ended, Chen Shi saw Li Hong off before returning to his residence.

When he got home, Wang Yanhong was still working overtime writing lesson plans. He washed up and went to bed.

The next day at work, Chen Shi received a call from Wang Tao, informing him that the temporary worker arrangements had been made and that Chen Jianyong should go to the tobacco bureau the next day for an interview and to go through the formalities.

Chen Shi called Chen Jianyong to tell him the good news. Chen Jianyong was overjoyed and thanked him repeatedly.

I've been busy these past few days and haven't had time to check the documents issued by the Public Security Bureau. Yesterday, a document was issued by the Provincial Public Security Department.

When Chen Shi opened the package, he immediately took it seriously. The fugitive Zhang Dong had not yet been caught. The Public Security Bureau ordered all police officers in the province to take action and conduct a thorough search of their respective jurisdictions.

I had just finished reading the document when I received a notice from the Public Security Bureau that I needed to attend a meeting at the Public Security Bureau at nine o'clock tomorrow morning.

Without a doubt, they're researching how to capture fugitive Zhang Dong. Zhang Dong is from Fushan Town, so they'll be busy.

There was a knock on the door, and Chen Shi called out, "Come in."

Wang Jianming walked into the office, and Chen Shi stood up to greet him.

"Your Majesty, please sit."

Wang Jianming sat down: "Have you seen the document issued by the Public Security Bureau?"

"I've seen it"

"The Public Security Bureau has notified us to hold a meeting tomorrow morning. It must be to discuss the arrest of the criminal Zhang Dong. It's been more than half a year, and I don't know what the Yizhou Public Security Bureau is doing. They still haven't caught him."

Zhang Dong's hometown is Fushan Town, so the heavy responsibility still rests on our shoulders. You need to come up with a plan on how to assist the Public Security Bureau in apprehending this vicious criminal.

"Chief Wang, we've been instructed to do this strictly. The Yizhou Public Security Bureau and the Provincial Public Security Department haven't been able to catch this criminal, and our police station only has a few people. Even if he escapes back to Fushan Town, we might not be able to catch him."

Wang Jianming prayed in his heart, "Don't run back to Fushan Town, go wherever you want."

"Go up at 2 PM to get ready."

Chen Shi smiled and nodded: "Okay."

After seeing Wang Jianming off, Chen Shi wondered where Zhang Dong would run off to, and whether he would simply disappear after escaping Yizhou.

After carefully tracing his escape route, Chen Shi guessed that Zhang Dong entered Guiyuan County in Nanxi Province from Minfu County in Yizhou, took a secluded path, and escaped back to the mountains of Longtougou Village.

His current hiding place is very likely deep in the mountains of Longtougou Village.

The weather is getting colder and colder, and winter is coming. In hot weather, he can hide deep in the mountains and not come out, but it's different in cold weather. He has to come out to find food and clothing. If he hides deep in the mountains, he will leave clues.

At tomorrow's meeting, Chen Shi dared not voice his speculations, but instead asked the Public Security Bureau to report to the Provincial Public Security Department and dispatch a large number of police officers to search the mountain.

You have to understand that Longtougou Village is located deep in the mountains, bordering and intertwined with Nanxi Province for dozens of miles. It's like looking for a needle in a haystack; sending any number of people in would be a waste of time.

It's impossible to find Zhang Dong if he doesn't expose himself.

Chen Shi dared not take the risk; this was merely his own assumption. If he were to propose it, and the Public Security Bureau actually mobilized all the police forces in the province to search the mountain, only to return empty-handed, he would be held responsible.

It will be difficult to make progress in the future.

A large-scale search of the mountains would alert Zhang Dong, who wouldn't come out even if he were deep in the mountains, making it even harder to capture him.

Chen Shi picked up his phone and called Zhang Hu, asking him to come to his office.

Zhang Hu jogged into the office, beaming, and said, "Director Chen, you wanted to see me?"

"Your name is Ye Caihan now. Niu Youde, come to town and tell them to keep a close eye on everything that happens in the village. Whenever they have free time, they should go out and wander around the deep mountains. If they find any traces of human activity, they should report to me immediately."

"Okay, I'll make the arrangements right away."

Chen Shi thought for a moment and realized that without offering some incentives, no one would be willing to work hard.

"Go to Zhang Youcai's place, collect four thousand yuan, and give each of them an extra two thousand as a reward for their hard work."

After Zhang Hu left, Chen Shi felt this was an opportunity. The fugitive was someone that the Yizhou Public Security Bureau and the Provincial Public Security Department had no way to deal with. If he caught him, it would be a different story. It would be a great achievement, and getting promoted to deputy section chief would be no problem.

Risk and opportunity coexist; the bigger the storm, the more expensive the fish.

In the afternoon, Chen Shi and Wang Jianming went to the Public Security Bureau for a meeting. When they arrived in the county town, they stayed at the Heaven on Earth and went to the sauna, just like always.

The Public Security Bureau has taken action, with all officers deployed to conduct a search.

At this time, you can't go out for a big meal and drinks; if you accidentally run into trouble, it will be a big problem.

If you want to make progress, you can't have any blemishes on your record.

Chen Shi stayed in the hotel, watched TV, and got a good night's sleep.

The next day, I went for a run and went to the meeting feeling refreshed and energized.

Those attending the meeting included deputy directors and directors of various police stations, the head of the public security management brigade and several deputy heads, the head of the criminal investigation brigade, and others.

When the time came, Zhang Xiangdong walked in, followed by Lei Heng, Song Youming, and Zhu Jianming, the three deputy directors.

The meeting was chaired by Lei Heng, with a focus on implementing the order issued by the Public Security Department to apprehend fugitive Zhang Dong.

After emphasizing the contents of the document, Lei Heng changed the subject.

"Zhang Dong is from Chunyang County. The Public Security Bureau has specifically emphasized that our Public Security Bureau should take action, as the criminal has very likely already fled back to his hometown."

His stern gaze fell on Wang Jianming, who was startled and paused for three seconds before locking onto Chen Shi.

"Deputy Director Chen, you are fully responsible for apprehending fugitive Zhang Dong. Zhang Dong is from Fushan Town. If he were to escape back to Chunyang County, his first choice would undoubtedly be to flee back to his hometown, where he is familiar with the terrain and would find it easier to hide."

"Tell me, it's been over half a year, have you found any trace of the fugitive during your surveillance operations?"

Wang Jianming looked at Chen Shi, relieved that he had the foresight to pass this hot potato to Chen Shi. In this kind of situation, if you're not careful, the anger from above will be unleashed, and whoever is responsible will have to take the blame. If things go wrong, they might be dismissed.

Chen Shi stood up and said solemnly, "Director Lei, we have implemented a two-shift surveillance system in Fushan Town. So far, we have not found any trace of the fugitive Zhang Dong throughout the entire town."

Lei Heng was disappointed, thinking he was going to launch into a long explanation of his speculations.

Unexpectedly, these few light words, which I originally intended to make a big deal out of, have now prevented me from doing anything meaningful.

He just didn't like Chen Shi and wanted to suppress him; he wouldn't let any opportunity slip by.

He said sternly, "It's been so long and you haven't found anything. You should know that the Public Security Bureau gave your Fushan Town Police Station 500,000 yuan for surveillance expenses, which is something other police stations don't receive."

If fugitive Zhang Dong appears in Fushan Town, you will be fully responsible.

All eyes turned to Chen Shi. Lei Heng was deliberately stirring up trouble. He had something that we didn't. How could the other police stations be happy about that?

If they dare not hate the leaders in the bureau, why wouldn't they dare hate you, Chen Shi?

Chen Shi knew that Lei Heng was a wicked old man, so he said in a calm tone, "Director Lei, the fugitive Zhang Dong has not appeared in Fushan Town. I can't just conjure one up."

The Yizhou Public Security Bureau and the Provincial Public Security Department have allocated nearly ten million yuan for this special case, yet they still haven't caught the fugitive Zhang Dong.

"Our Fushan Town Police Station only has 500,000 yuan in funding, and in the past six months alone, we've spent over 100,000 yuan on fuel alone."

Lei Heng was surprised that Chen Shi dared to contradict him in front of so many people. His tone became more serious: "Don't other police stations need to respond to calls? They don't have special project funding."

"Do other police stations have special task forces? Our Fushan Town has one. The expenses of the special task force are all covered by the deployment budget, which is used for designated purposes only."

Chen Shi didn't tolerate Lei Heng at all. Who do you think you are? Do I need to give you any face?
