The afternoon meeting lasted for nearly two hours.

Lin Feng sat at the head of the conference table. Two people from Tianlong came over, along with the core management team from Shuke's side. More than a dozen people sat on both sides of the long table, with printed documents spread out in front of them, and the light from the laptop screens reflecting on everyone's faces.

The meeting focused on the preliminary plan for a new energy truck production base and the framework for future cooperation between the two companies. Lin Feng didn't say much at the beginning, but asked the project leader to project the preliminary market research data onto the big screen.

"The policy from the province this time is very clear." The project leader tapped on the table on the screen. "The qualification threshold for manufacturing new energy vehicles has been relaxed by nearly 30% compared to last year. In addition, with the tax exemption and interest-free loan quota that Shuke has already obtained, the initial financial pressure can be minimized. Only three companies in the entire province have obtained this qualification, and we are one of them."

There was a moment of silence in the meeting room as the group exchanged glances.

The representative from Tianlong spoke first. His surname was Liu, and he was in his forties, in charge of the strategic investment department of Tianlong Group. He wore frameless glasses and spoke slowly and deliberately. "Tianlong's existing resources are mainly concentrated in the logistics and warehousing sectors. Once the production base is built, Tianlong's own fleet can absorb the initial production capacity. This order pool is readily available, and we don't need to wait for the external market to open up. According to the replacement cycle of Tianlong's existing fleet, there will be at least several hundred replacement vehicles needed in the next three years. This amount is enough to support the first year of production ramp-up."

Lu Fei from the business department chimed in, "Shuke's advantage lies in its connections with the government and its ability to acquire qualifications. We've already gone through the application process for new energy subsidies, and the channels at the provincial level are open. If the project company is established later, Shuke can take the lead in maintaining policy support, while Tianlong can focus on production and the supply chain."

Li Juan from the Human Resources Department flipped through her notebook. "There's another angle—talent. New energy vehicle manufacturing requires skilled workers and engineers. Hohai University doesn't have enough local talent, but Zijin City has several engineering colleges. If we can set up recruitment channels in advance, they can be put to work directly when the production line is built, without having to recruit people temporarily."

After everyone finished speaking, their gazes fell on Ouyang Qian.

She sat on the left side of the middle of the long table, with a notebook open in front of her and a pen next to it. Her back was straight, and her posture was less tense than the others, but her attention was always on point.

She spoke softly, but everyone in the meeting room quieted down to listen to her. "I've sorted out the operations side, and there are a few issues that need to be clarified first."

Turning to a page in her notebook, she spoke at a measured pace, "First, the two companies have different decision-making mechanisms. Shuke's decision-making chain is short; President Lin can make a decision on his own, while Tianlong requires board approval. If the approval authority for daily operations isn't defined in advance after the project company is established, it's easy to get stuck in the process. I suggest adding a separate clause to the project company's articles of association—that operational decisions should be directly signed by the project leader, without needing to go back to the parent company for approval on every matter. Only matters involving equity changes and major investments should require confirmation from both boards of directors."

Vice President Liu of Tianlong Group frowned slightly. "To which level should this authority be assigned?"

"Purchases with a single expenditure of less than three million, adjustments to staffing of ten or fewer, and external collaborations with a contract amount of less than five million—these three categories of matters can be directly signed off by the project leader. Only those exceeding these limits need to be submitted to the boards of directors of both parties for approval," Ouyang Qian said, closing her notebook and placing it back on the table. "If this framework can be finalized in advance, the friction costs in later operations will be much lower."

Lin Feng leaned back in his chair, his pen still, and listened quietly to the end.

The executives of Tianlong Group nodded, neither giving a clear answer immediately nor refuting it at the outset.

Ouyang Qian continued, "Secondly, the two companies have significant differences in corporate culture. Tianlong has been operating for over a decade, with a mature system and standardized processes, but its pace is relatively slow. Shuke, on the other hand, is a shorter-established company, making decisions and executing quickly, but its institutional details are still lacking. If the project company wants to leverage the strengths of both sides, it needs an independent performance evaluation mechanism and cannot simply adopt either party's existing system. In particular, for technical R&D positions and production line management positions, salary structures and promotion channels need to be designed separately; otherwise, it will be difficult to recruit suitable candidates from outside."

After he finished speaking, the conference room was silent for a few seconds, and no one responded. The people from Tianlong's side exchanged glances, and Lu Fei lowered his head to jot down a few notes in his notebook.

Lin Feng turned his gaze away from her and looked at the others, "Anything else to add?"

Li Juan adjusted her glasses. "I'd like to add to the third point Director Ouyang mentioned—if the project company is to operate independently, a separate manager for human resources is needed; they can't share one. I suggest starting the recruitment process now, so the team can be in place when the production line planning is complete."

The CFO from Tianlong chimed in, "I suggest we develop the cost accounting model in advance, rather than looking at it after the project starts. I just did a quick estimate, and if we start with an annual production of 2,000 units, the fixed costs plus variable costs will be at least tens of millions."

The meeting room fell silent for a while.

Lin Feng's fingers lightly traced the edge of the table as his gaze slowly swept across everyone's faces. "After you go back, each of you should organize what you just said into written opinions. Tianlong, go back and discuss it with the board of directors. Shuke, follow Director Ouyang's framework and refine the operational details."

He tapped the table with his knuckles. "The day after tomorrow, I'm going to Jiangnan Province to visit BYD's headquarters and finalize the framework for technology licensing. The project company will officially start after I return."

After the meeting adjourned, the attendees gradually got up and left. The meeting room door opened and closed, and the sound of chairs being pushed back under the table echoed a few times in the empty room before footsteps dispersed in the corridor.

Lin Feng was still sitting in his seat, his fingers resting on the edge of the table, looking towards the door. Ouyang Qian was standing in the corridor talking to Li Juan, her body turned to the side, her notebook tucked under her arm, her expression focused as she listened attentively to what Li Juan was saying.

He would nod occasionally and then reply with a sentence.

Lin Feng glanced at it for a few seconds, then looked away and flipped through the project documents in front of him. Everyone who raised something in the meeting had something useful, but Ouyang Qian's points were the most direct and practical.

She listed the differences between the two companies and potential points of friction in advance, instead of trying to remedy the situation after the project started.

This way of doing things puts him at ease.

Lin Feng closed the documents, put them back on the table, stood up, and walked towards the door.

As they walked down the corridor, Ouyang Qian had already finished talking to Li Juan and was putting her notebook into her bag when she saw him approaching. She looked up and said, "President Lin, I'll send you the first draft of the operational details from the meeting tomorrow morning."

"Okay," Lin Feng said. "I think the approval authority limits you set are fine."

Ouyang Qian nodded, said nothing more, zipped up her bag, and turned to walk towards the elevator.

Lin Feng returned to his office, put the documents on the table into his bag, locked the drawer, and when he went downstairs, Ouyang Qian was already standing at the elevator entrance.

The other person changed into a pair of flat shoes, held the car keys in his hand, turned his head to the side, and said, "Mr. Lin, the car is in the underground parking lot. Let me take you there."
