So people keep asking why he is only Mid-Tier or High-Tier in certain scenarios even if he has Grandmastery over his Haki and whatnot.

First of all, leave out Conqueror's Haki from this as it is different from the other 2.

He has Grandmastery (I) over his Observation.

WB has less than this amount but is far stronger.

First of all, his hitting Grandmastery only increased his sensing range and perception as well as giving him 2 auxiliary abilities.

None of the above affect your power output so Grandmasters of Observation are not exactly much superior to Advanced Masters.

This is why Big Mom who never reached Grandmastery can still be so strong in her Prime.

His Armament is not Grandmastery so it has little effect. He does have Emission which DID give him a boost in strength at Wano.

Grandmastery over Armament is actually extremely rare. So far only 1 person has it in this fic with another yet to be shown.

Conqueror's Haki. Grandmastery unlocked Infusion and some other suppression abilities which bumped his strength from Early Mid-Tier to Later Mid-Tier.

Over the 2 months, he went from (I) to (II) in this Colour of Haki but it only increased his Infusion rate.

Most Conquerors like WB, BM, Kaido will reach Grandmastery (III) at most. Though some going further to (IV) like Xebec and few others.

He is not even 17 and a half yet. He has fought some decent-level enemies but is lacking true experience in week-long battles. His Ryushi is not fully mastered. His fruit is Unawakened. He is versatile but lacking in sheer understanding of such opponents. This is why he was duelling Shiki and WB for the past 2 months.

Know that Haki does not equal strength, but better use of strength instead, apart from Futuresight, Emission and Infusion.

This then leads to him still in the High-Tier Yonko level.
