If China’s cable is to be universal, and if it is to redefine the central nodes of the World Internet, it requires not only advanced communication technologies, but also strong maritime power and political power as guarantees.

Subject to China’s offer to bear the bulk of the costs of cable construction, communications companies in the South-East Asian region have barely even hesitated to enter the truck.
