The Wartortle I used was only leveled up to 21, and I didn't level it up further. It has an Exp. Share device that allows it to hold battle experience even without direct battles, which helps with leveling up, but I haven't used it because I don't plan to train it much. Since I need a Water-type Pokémon or one that can use specific Water-type moves to navigate on water, and among my six main Pokémon, one needs to learn Surf and Waterfall, that's why I used that particular Pokémon.

Surf has a power of 95 and a 100% accuracy. It attacks all targets around the user with a large wave and allows the user to move on water. In some Empisi battles, there will be two-player battles where the user uses Surf for a full-screen attack, damaging both of the opponent's Pokémon and also hitting their teammate. Some Empisi swim in the water outside the beach; encountering them may lead to a battle, and there's also a chance to encounter wild Water-type Pokémon.

Some ponds allow you to move on the water's surface using Surf. In certain caves, using Surf and Waterfall to reach areas might lead to encounters with legendary Pokémon. Legendary Pokémon are mostly visible; if you don't catch them, they might disappear or remain there until captured, unlike other Pokémon which are randomly encountered in tall grass and caves. To avoid encountering wild Pokémon, you need to use the Silver or Gold Spray, which can keep you away from weaker wild Pokémon for hundreds of steps.

In many places with water, you can use a fishing rod. If you use a high-level fishing rod, you may encounter rare or relatively rare Pokémon.
