I didn't encounter any legendary Pokémon like Kyogre or any other Pokémon that can use Surf. Lugia is a Psychic/Flying type, but it has the characteristics of a Water God Pokémon, and although it spends a lot of time in the sea, it's not a Water-type Pokémon.

In some Pokémon games, I've trained Kyogre before. Its Ice Beam was incredibly powerful because of its high Special Attack stat, allowing it to effectively counter common moves like Surf. However, if it was a type matchup, it would likely be swept away by the waves. In the remake mobile game, several players on the same server use Kyogre as one of their main Pokémon. It's said that with proper training, it can even solo some high-spending players' Pokémon, sometimes even winning.

In the game where I sent my love, the pseudo-legendary Pokémon I obtained was a Fire-type, so I couldn't use the Surf move. My competitors were Water-type Pokémon, and I didn't catch any Water-type Pokémon with relatively better strength, so I could only continue using Wartortle, which was just for the sake of it. I also didn't catch any high-level wild Water-type Pokémon.

Wartortle's ability is Torrent, which increases its Water-type power when it's exhausted. According to the Pokédex, Wartortle lives longer than humans, its tail symbolizing longevity and increasing with level. Wartortle can also evolve into Torkoal, its ultimate form. Later versions also include Mikado's Mega Evolution form.

I remember in the Pokémon ReBurst mobile game, some regular players who made in-game purchases would use Mega Charizard in Fork Mode or Out Mode, which was decent. Trainers who made in-game purchases at a mid-to-high level might have Ash's Charizard, which was even stronger.

Some high-end players who spend real money have Rayquaza, the Mega Evolution of Mikado. Rayquaza has very high base stats, the Delta Stream ability which can eliminate Flying-type weaknesses and make it immune to Electric-type moves. Its Attack and Special Attack stats are extremely high, making it one of the most powerful Mega Pokémon. However, it is not invincible and can always be countered or outlasted.
