Chapter 47: Construction of the Lower Nest Area
With the almost unbelievable concerted efforts of everyone in the city, the three academies quickly began to show results.
The first batch of maintenance teams for the Xiachao area was successfully formed. They took on the heavy responsibility of repairing the entire Xiachao rusted pipeline and collapsed passage, and the intensity of their work far exceeded what ordinary people could imagine.
But these workers who came from the refugee community did not utter a single complaint. After all, although life was hard now, it was still a million times better than the days before when they were living hand to mouth and scavenging for food in sewage.
But new problems also arose:
The corrosion and pollution from the construction site and the injuries caused by construction accidents are increasing. More than 20 workers who can no longer work are lying in the temporary sheds, and even the most basic wound cleaning cannot be done.
The Xiachao District Hospital, which Luo Ning spearheaded the construction of, has finally been completed. However, the empty hospital grounds are so poor that even the most basic licensed doctors cannot be found, which has become the most troublesome problem for him at present.
He went directly to the ecclesiastical school at the bottom of the hive, where Father Moraes had been almost 24 hours a day since it was built.
He was very dedicated, even though he knew perfectly well that the purpose of the reformatory was more to teach the displaced people job skills.
But he didn't slack off at all when it came to spreading the truth of the empire.
The lower levels of the hive are synonymous with chaos and depravity in any world, even the core world of the empire.
Despite the outstanding abilities of the governor's assistant, Ronin, who established stable jobs in the Lower Nest district, the people's faith in the empire and the emperor remained extremely weak.
He did almost everything he could, but it was clear that the distant empire did not bring good news to the people here. Instead, they worshipped the benevolent and mysterious governor and the governor's assistant, Ronin, whom they often met.
After a day of classes, Father Moraes was focused on organizing the materials when Ronin knocked on his office door.
"Father, there's something I'd like to discuss with you," Ronin said.
The priest looked up, his weariness barely concealed, and gestured for him to come in.
"What instructions do you have, Lord Ronin?" Father Moraes looked very different from before.
Clearly, although these days were tough, they had unprecedented significance for him, and even his eyes, which had become cloudy with age, had become clearer.
"Our hospital has been built, but we don't have any medical staff. I'd like to discuss with you whether we can recruit the doctors who are currently here and bring them into our hospital."
As Ronin spoke, he noticed that Father Moraes had raised his head, his cloudy eyes now incredibly sharp.
"Unlicensed doctors? Lord Luo Ning, do you know why they can only become unlicensed doctors and cannot enter the upper or even middle levels to obtain specialized qualification certificates?"
He spoke slowly, but every word was clear.
Ronin nodded. He understood the meaning of Father Moraes' words, but it was the only way now.
At the same time, Ronin also sensed the inner turmoil deep within Father Moraes's mind.
This old man wanted to convey the church's ideals to the lower classes, so that these refugees could learn loyalty and dedication.
On the other hand, he did want to do something practical for the people here. After all, what he saw here was not the darkness of the lower levels of the city he had imagined, but rather people struggling in the darkness, just to grasp that faint light.
The people here need professional treatment and care, but the question is, do those unlicensed doctors deserve it?
"I understand, Father Moraes," Ronin said patiently. He held the priest in high esteem, for few in this world considered the lower classes of Nest City as human beings.
"But this is the only way I can find right now. As for what you said before, applying for assistance from the nuns has been going on for so long that I think it's almost impossible for us to get help."
Father Moraes fell into a long silence after listening to Ronin's words.
In the early stages of establishing the hospital, Father Moraes and the governor jointly submitted an application.
He spent three whole days and nights working on that application, meticulously detailing the changes in the lower realms after Ronin's reforms, the scarcity of medical resources, and even the role of epidemic prevention in solidifying the Emperor's faith. The title was so long that even a sector priest would frown upon glancing at it, but the reply he ultimately received was only a single line:
There is a severe shortage of medical repair women, and they cannot be dispatched.
With only this short line of text, even Father Moraes doubted whether the priest in charge of reviewing the report had actually read it carefully.
He immediately filed an appeal, but since then, there has been no response from the sector.
"How's it going at our nursing school?" Father Moraes asked with a sigh.
Luo Ning quickly retrieved the data on the data board and handed it over. "The training is progressing smoothly, and the first batch of caregivers will be able to start working next month."
"So all we lack are medical personnel," Father Moraes said slowly, as if he were talking to himself.
He looked at Luo Ning, his resolute expression mixed with a hint of helplessness.
"Perhaps we can try your method, but anyone involved in blasphemy or cults is not allowed in the church's hospital."
"You can rest assured about that." Hearing Father Moraes reassure him, Ronin finally relaxed.
He clapped his hands, and Olga, who had been waiting outside the door, walked in.
"Father, Lord Ronin."
He bowed respectfully like a member of the upper class; as one of the priest's first students, he was the one the priest was most pleased with.
"Olga? What brings you here?"
Father Moraes' eyes showed a hint of surprise.
Luo Ning smiled politely, "Now, he is your loyal student, but before, he was the leader of the largest gang in the Lower Nest District. With his connections, I believe he can definitely satisfy you."
Just then, there was a rapid knock on the office door, and the guard's voice, filled with barely concealed urgency, came from outside.
"Come in." Luo Ning frowned. He had specifically instructed that they should not be disturbed at this time unless it was something important.
"Sir, a transport ship belonging to the Imperial Sisters requests to dock."
The guards entered the room and immediately reported the incident.
Meanwhile, the three people inside the room looked at each other, their eyes filled with disbelief.
A nun's order?
Did Father Moraes' request really get granted?
