Chapter 23 The Restrictions of Konoha

After learning that Hakuun Yosuke could control the cursed seal, Tsunade followed his advice and allowed him to try to control it first.

After Shirakumo Yosuke became proficient in controlling chakra, Tsunade wanted him to sign a summoning contract with Shikkotsu Forest and learn Shikkotsu Forest's Sage Mode.
